Tanzania National Roads Agency (TANROADS) is an Agency under the Ministry of Works which is responsible for the Development and Maintenance of the Trunk and Regional Roads Network in Tanzania Mainland. It is also responsible in conducting Axle Load Control Operations using weighbridge scales.

The Regional Manager TANROADS Mbeya on behalf of the Chief Executive TANROADS is looking for suitably qualified Tanzanian individuals to fill vacant post available for the Project of Upgrading of Katumba – Mbambo – Tukuyu Regional Road (79.4km) to Bitumen Standard; Lot 3: Katumba – Lupaso Section (35.3km), Contract No: AE/001/2022-23/HQ/W/41 and Lot 4: Mbaka – Kibanja Section, Contract No: AE/001/2022-23/HQ/W/58. 

TANROADS therefore intends to recruit qualified and competent staff to fill vacancy posts on specified contract for the aforementioned project in the following fields:- 

Job Description

1. POSITION TITLE: RESIDENT ENGINEER (1 POST)  

A. Required Qualification and Experience 

  • The Resident Engineer shall be Holder of Masters Degree in one of the following fields: Civil Engineering, Highway Engineering, Transportation Engineering or Equivalent from a recognized Institution;
  • Must be  registered by ERB as Professional Engineer;
  • Must have at least Ten (10) years of specific experience in related Field; 
  • Must have served as a Resident Engineer on at least Two (2) projects of similar magnitudes and complexity within the last 6 years; 
  • Must have a working experience of at least 3 years in Sub-Sahara African Countries; 
  • Age limit: Not above 50 years of age; and 
  • Must be fluent in both written and spoken Kiswahili and English Languages;  

B. Key Duties and Responsibilities  

Shall head the site staff and shall be responsible for all technical and administrative aspects on site; 
  • To supervise contractor at site and force account operations; 
  • To prepare work plans for the project; 
  • To manage quality control; 
  • To manage project contracts; 
  • To prepare progress reports for Contracts; 
  • To process contractor invoices and facilities payments; 
  • To attend regular site meetings and prepare minutes; 
  • To Monitor implementations of Social and Environmental Impact mitigation mesures during the construction of the works in consultantion with the 
  • Environmental and Social specialist; 
  • Keeping updated records including reports, works diaries, correspondences, instructions given to Contractor(s), test records, measurement and quality calculations, payment records and all other relevant documents pertaining to the works operations and supervision contracts; and 
  • To perform such other related duties as may be assigned by the Project Manager (PM).  

2. POSITION TITLE: TOPOGRAPHICAL SURVEYOR (1 POST)  

A. Required Qualification and Experience 

  • The topographical Surveyor shall be a holder of Bachelor Degree or Advance Diploma in land surveying; 
  • Must be registered as a Land Surveyor; 
  • Must have at least six (6) years of specific experience in road design and construction related to land surveying activities; 
  • Must have served as a Topographical Surveyor on at least Two (2) projects of similar magnitudes and complexity within the last 6 years; 
  • Must have a working experience of at least 3 years in Sub-Sahara African 
  • Countries; 
  • Age limit: Not above 50 years of age; and 
  • Must be fluent in both written and spoken Kiswahili and English Languages.  

B. Key Duties and Responsibilities  

  • Prepare and maintain sketches, maps and reports of works performed; 
  • Review survey data for accuracy, including measurements and calculations conducted at surveys sites; 
  • Direct or conduct surveys in order to establish legal boundaries for properties; 
  • Record the results of surveys, including the shape, contour, location, elevation and dimensions of land or land features; 
  • Search legal records, survey records, and land titles in order to obtain information about properties boundaries in areas to be surveyed; 
  • Coordinate findings with engineers, clients, and other stakeholders concerned with projects; 
  • Adjust surveying instrument in order to maintain their accuracy; 
  • Establish fixed points for use in making maps, using geodetic and engineering instruments; 
  • Determine coordinates of important features and boundaries in survey areas; 
  • Develop criteria for survey methods and procedures; 
  • Determine specifications for photographic equipment to be used for aerial photography; and 
  • Perform such other related duties as may be assigned by supervisor. 

3. POSITION TITLE: WORKS INSPECTOR – ROAD WORKS (2 POSTS)  

A. Required Qualification and Experience 

  • Must have a bachelor Degree in Civil Engineering or Equivalent from any recognized Higher learning institution;  
  • Age limit: Not above 35 years of age; 
  • Must be registered as a Graduate/Professional Engineer with ERB; 
  • Must have a National Form IV/VI certificates; 
  • Must have at least Three (3) years of specific experience related to Road Design and Construction; 
  • Must have served as a Works Inspector or an equivalent capacity on at least Three (3) years in Road Construction Projects of similar Magnitude and complexity; 
  • Must be a computer literate; 
  • Must be fluent in written and spoken English, and 
  • Self-motivated and able to work under pressure outside working hours with minimum supervision.  

B. Key Duties and Responsibilities 

  • To inspect contractors operations on road/ earthworks; 
  • To Keep daily record, day works records, and factual records of the on going activities at the site (related to earthworks); 
  • To measure, agree and countersign part of the in-situ work completed; 
  • To issue instructions for corrective action; 
  • Receive requests for approval; 
  • Prior acceptance or rejection of requests for approval (related to covering up works); and 
  • To report to Highway Engineer.   

4. POSITION TITLE: WORKS INSPECTOR – DRAINAGE AND STRUCTURES (2 POSTS)  

A. Required Qualification and Experience 

  • Must have a bachelor Degree in Civil Engineering or Equivalent from any recognized Higher learning institution; 
  • Age limit: Not above 35 years of age; 
  • Must be registered as a Graduate/Professional Engineer with ERB; 
  • Must have a National Form IV/VI certificates; 
  • Must have at least Three (3) years of specific experience related to Road Design and Construction; 
  • Must have served as a Works Inspector or an equivalent capacity on at least Three 
  • (3) years in Road Construction Projects of similar Magnitude and complexity; 
  • Must be a computer literate; 
  • Must be fluent in written and spoken English;
  • Self-motivated and able to work under pressure outside working hours with minimum supervision.  

B. Key Duties and Responsibilities 

  • To inspect Contractors operations on structural/ drainage works; 
  • To Keep daily record, dayworks records and factual records of the on going activities at the site (related to drainage works); 
  • To measure, agree and countersign part of the in-situ work completed; 
  • To issue instructions for corrective action; 
  • Receive requests for approval; 
  • Prior acceptance or rejection of requests for approval (related to covering up works); and  
  • To report to Bridge Engineer.  

5.POSITION TITLE: MATERIAL TECHNICIAN (2 POSTS)  

A. Required Qualification and Experience 

  • Must have a full Technician Certificate or Diploma in Civil Engineering or equivalent from any recognized learning institution/Colleges; 
  • Must have a National Form IV/VI Certificates; 
  • Must have a least Three (3) years cumulative experience related to Road/Design and Construction;  
  • Age limit: Not above 40 years of age; 
  • Must have at least Three (3) years of specific experience related to Road Design and Construction; 
  • Must have served as a Pavement/Material Technician or an Equivalent Capacity on at least Three (3) years in Road Construction Projects of similar magnitude and complexity;  
  • Must have a computer literate; 
  • Must be fluent in written and spoken English; and  
  • Self-motivated and able to work under pressure outside working hours with minimum supervision.  

B. Key Duties and Responsibilities 

  • Responsible for day to day operations of the Lab and cataloguing all the test results; 
  • Catalogue all samples delivered to the Laboratory and arrange for testing of the samples; 
  • Review all test results, whether originating from the Contractor or Engineer. Highlight any unusual or non-compliant test results and bring these to the attention of the Material Engineer; 
  • Ensure that all test results are catalogued and stored in the database; 
  • Undertake testing as required, in the Lab or in the field; 
  • Responsible of taking samples from the site; 
  • Identify and take samples of the materials used in the work; 
  • General monitoring of Contractors methods of sampling and testing on sit; and  
  • To report to Material Engineer.  

6. POSITION TITLE: ASSISTANT LAND SURVEYOR (1 POST)  

A. Required Qualification and Experience 

  • Must have a Diploma in Land Surveying or equivalent from any recognized Higher learning Institution/Colleges; 
  • Must have a National Form IV/VI Certificates; 
  • Must have at least two (2) years cumulative experience of conducting survey works; 
  • Age limit: Not above 40 years of age; 
  • Must be Computer literate; and 
  • Must be fluent in written and spoken English.  

B. Key Duties and Responsibilities  

  • To assist in preparation and sketches, maps and reports of work performed; 
  • To assist in reviewing survey data for accuracy, including measurements and calculations conducted at survey sites; 
  • To record the results of surveys, including the shape, contour, location, elevation, and dimensions of land or land features; 
  • To assist in determining specifications for photographic equipment to be used for aerial photography; and 
  • To perform such other related duties as may be assigned by the supervisor.  

7. POSITION TITLE: OFFICE SECRETARY (2 POSTS) 

A. Required Qualification and Experience 

  • Must have a certificate in secretarial services or equivalent from any recognized learning Institution/Colleges; 
  • Must have a National Form IV/VI Certificates; 
  • Must have at least Three (3) years cumulative experience of related to clerical/secretarial works; 
  • Self-motivated and able to work under pressure outside working hours with minimum supervision. 
  • Must be Computer literate; and  
  • Must be fluent in written and spoken English;  

B. Key Duties and Responsibilities 

  • To manage the Officer’s diary; 
  • To attend telephone calls; 
  • To attend visitors; 
  • To manage records movements; 
  • To write minutes during meetings; 
  • To type documents; and 
  • To perform such other duties as may be assigned by the supervisor. 

GENERAL CONDITIONS;

  • Testimonies and all partial Transcripts;

5. Certificates from foreign examination bodies for Ordinary, Advanced level or Universities/colleges should be authenticated by the National Respective organs (NECTA, NACTE or TCU);

6. A signed Application letter in English; 

7. Anyone with known underperformance history with TANROADS will not be considered; 

8. Deadline for application is 30th June 2024 at 16:30 Local Hours;
